The purpose of this position is to design and implement Reliability Centered Maintenance (RCM) practices, and production plans and in collaboration with various functional areas in M of E to increase the rolling stock reliability and availability. Continuously assess and coordinate the effectiveness of the fleet maintenance and adjust the Maintenance Plan. Responsibilities :
Provide maintenance operations expertise for the development of the Maintenance Plan including performance analysis, regulatory compliance, and production scheduling. Provide leadership for Maintenance Planning and Performance Improvement Teams in the development of the Maintenance Plan Overhauls, Fleet modification programs, Parts obsolescence, and FRA regulations. Liaise with the Operation's Shop Management to develop and refine the Maintenance Plan schedule and implementation by fleet and load center. Manage and analyze the plan implementation and production schedule. Validate scheduled component replacements and facilitate changes to the Maintenance Plan founded on fleet performance and failure trend analysis. Provide production status support of new systems being added to fleets from program to operating. Examples are Positive Train Control (PTC), On-board video , and car-borne Digital Advertisement. Knowledge/Skills/Abilities:
Excellent interpersonal skills with the ability to interact with all levels of the Company. Excellent leadership skills to foster teamwork and develop and motivate staff. Strong ability to evaluate current and new shop floor practices and evaluate and recommend new solutions. Must be able to develop cost standards, and historical data and track cost trends. Strong management and coordination skills to plan, direct, control , and implement policies and procedures for compliance. Familiarity with federal regulations and code compliance as it pertains to the transportation industry. Strong technical, analytical , and problem solving skills. Working knowledge of both electrical and mechanical maintenance practices Excellent oral and written communication skills. Working knowledge of computer based maintenance tracking systems and electronic maintenance records. Project management skills with adherence to deadlines. Knowledge of Microsoft Office suite (Word, Excel, and Access) or comparable applications. Must possess a valid driver's license. Must be available 24 hours a day, 7 days a week as required. Required Education / Experience :
Bachelor's Degree in Engineering , Science , and/or Industrial Management required. Demonstrated equivalent experience, education , and/or technical credentials may be considered in lieu of a degree. Minimum ten (10) years of progressively more complex general management experience in rolling stock maintenance. Minimum seven (7) years of experience in managing a diverse group of employees at various levels. Other Information This is a safety sensitive position subject to random toxicological testing. Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the Commission). Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
